Nobody was forced to do anything. White middle class people were pushed out of the cities by rising crime and taxes, so they voted with their feet and moved to new tract homes outside of the reach of municipal mass transit systems. It took city bureaucrats 30 years to realize that the mass transit and other municipal services cannot pay for themselves without this demographic, before they began to extend them to where people now actually lived. A good example of this was Bay Area's own BART (Bay Area Rapid Transit), which to this day is reliant primarily on general (rather than usage) revenues.
