Accomplishments from the Build Back Better agenda
Inflation Reduction Act (IRA)
Signed into law in August 2022, the IRA incorporated many climate and healthcare
priorities from the original Build Back Better agenda. Its provisions
include:
Climate and energy:
Reduced emissions: Provides investments and tax credits projected to cut U.S.
greenhouse gas emissions by an estimated 40% below 2005 levels by 2030.
Renewable energy: Incentivizes production of solar panels, wind turbines, and
other clean energy technologies in the U.S.
Consumer incentives: Offers tax credits and rebates for electric vehicles,
energy-efficient home upgrades, and rooftop solar installations, which lower
energy costs for families.
Healthcare:
Drug costs: Allows Medicare to negotiate prices for some high-cost prescription
drugs, caps annual out-of-pocket costs for seniors on Medicare, and sets a $35
monthly cap on insulin for Medicare recipients.
ACA subsidies: Extends Affordable Care Act (ACA) premium subsidies, making
health insurance more affordable for millions.
American Rescue Plan Act
Enacted in March 2021, this COVID-19 relief bill included several elements of
the Build Back Better agenda, including:
• A temporary expansion of the Child Tax Credit, which cut child poverty.
• Funding to help manage the coronavirus pandemic, such as supporting vaccine
rollout.

Bipartisan Infrastructure Law**
Signed into law in November 2021, this legislation channeled significant funding
toward upgrading physical infrastructure, a key pillar of the Build Back Better
plan. It invests in:
Transportation: Repairing roads, bridges, and public transit.
Broadband: Expanding access to high-speed internet, especially in rural
areas.
Water infrastructure: Improving water systems, including replacing lead
pipes.
CHIPS and Science Act
Passed in August 2022, this act dedicates funding to domestic semiconductor
research, development, and manufacturing. This initiative aims to reduce
reliance on foreign-made chips and boost U.S. leadership in technology.
Unpassed proposals
Many of the original, more expansive Build Back Better proposals were removed
during negotiations in the Senate and did not become law. These include:
Universal pre-kindergarten
Subsidized child care
A national paid family and medical leave program
Universal free community college
Major investments in affordable housing beyond what passed in the Infrastructure
